Killer Title
On September 28, the California Civil Rights Foundation, led by Walter Hoye, the African-American evangelical minister from Oakland, and Lila Rose, who was instrumental in exposing Planned Parenthood in 2008, submitted language to amend the California state constitution as follows:
Article 1, Section 7
(c)"The term "person" applies to all living human beings from the beginning of their biological development -- regardless of the means by which they were procreated, method of reproduction, age, race, sex, gender, physical well-being, function, or condition of physical or mental dependency and/or disability.
On November 30, two months later, the office of the attorney general, headed by Jerry Brown, issued the title and summary of this amendment which would appear on the November, 2010 ballot, should the amendment qualify as a state initiative.
Brown has been accused by others, notably the Yes on Proposition 8 and Yes on Proposition 4 forces in 2008, for skewing the titles and summary to make them harder to pass.
