Parents, beware: Planned Parenthood pushing TOP program

With both parents working and the harried lifestyle that invariably follows when mom heads off to work every day, the question arises: Who is minding the children? Enter Planned Parenthood, pushing wheelbarrows of money provided to it by the federal government—money derived from the toil of those parents who are struggling to provide the best life they can for their children.

Planned Parenthood is using this money to partner with school districts in its disgusting “comprehensive” sex education programs, banking on the fact that parents are too busy making a living to do a thorough examination of what their children are being taught at school. One of those programs is TOP (Teen Outreach Program), which is spreading throughout the nation at an alarming rate.

Obamacare is funneling $75 million annually into a cesspool referred to as PREP education (Personal Responsibility Education Program), which must be used exclusively for Planned Parenthood-style “comprehensive” sex ed programs. More than one-fourth of the funds—$20 million—has been awarded to a coalition of six Planned Parenthood affiliates, operating under the name Northwest Coalition for Adolescent Health, to implement the TOP program across Montana, Oregon, Idaho, Washington, and Alaska at over 50 sites. We reported on the TOP program in Oregon schools recently, where Planned Parenthood is paying children cash incentives to participate.

A Nebraska Department of Health and Human Services document says Wyman’s TOP™ is in over 400 organizations and schools in the United States, Virgin Islands, and the United Kingdom.

The TOP program claims to have gone through rigorous evaluation and is pushed using statistics and grants that entice school districts to say “yes” without even looking at the full program.

The claims about TOP from the Planned Parenthood of Columbia Willamette website include these results:

• 53 percent reduction in the risk of teen pregnancy or fathering a child
• 52 percent reduction in the risk of school suspension
• 60 percent reduction in the risk of course failure

Those statistics are provided by a 2001 report from Susan Philliber, of Philliber Research Associates, who is tied to Planned Parenthood through other evaluation projects. (Note: $6.5 million of the PREP money is set aside for such demonstration and evaluations.) She is also tied to Planned Parenthood through evaluation of the disgusting “Bedsider” program, which we discuss in more detail here. According to Philliber’s website, her company is “often sought as a trainer to conduct workshops on ‘what works’ in teen pregnancy prevention or to train programs to evaluate their work.”

A report by the Promising Practices Network regarding the evaluation methods of Philliber, et al., calls into question the reliability of the statistics being used to promote TOP.

Planned Parenthood sex education feeds its abortion, contraception, and STD treatment business. Its sex programs are really the incarnation of its secular humanist plan to steal the innocence of our children, divide families by driving a wedge between parents and children at a very early age, and get kids hooked on sex, using the hard-earned money of their parents to do so.

Parents, grandparents, pastors, and all those who care about children and the survival of our society: Today is the day to go to the local school—be it public or private—and do a thorough investigation about what your children are being taught about human sexuality in all courses across the curriculum. What you find could be the key to saving hundreds of thousands of children from lives of sexual enslavement that prevents them from finding and living God’s plan for their lives.

Jim Sedlak points out in a recent article the threat posed by these school-based programs and the steps parents should take to oust them:

• Investigate what is happening in YOUR school.
• Document any problems you find.
• Alert other parents to the problems.
• Meet with school officials to get the problems out.
• If the school officials refuse to listen, take your complaints to the school board.
• Conduct a peaceful, respectful campaign until the problems are gone.
